Article 9 – Rights of the State Security Service of the Republic of Kazakhstan
The State Security Service of the Republic of Kazakhstan, in order to fulfill its assigned duties, is granted the right to:
1) conduct personal searches of citizens (except for protected persons) upon entry (access) to and exit (departure) from protected facilities, as well as inspect items carried by them, inspect vehicles and items transported in them, including with the use of technical means.
Prohibit the bringing of items and substances into protected facilities. The list of items and substances prohibited from being brought into protected facilities is determined by the Head of the SGO RK.
1.1) carry out photography, audio recording, film and video recording of facts and events during security operations.In accordance with the Law of the Republic of Kazakhstan dated 13 July 1999 No. 416 «On Counteracting Terrorism»:
By decision of the Head of the State Security Service of the
Republic of Kazakhstan, security measures for ensuring the safety
of protected persons are carried out within the framework of
counter-terrorism operations.
Article 15-1. Measures and temporary restrictions applied during
a counter-terrorism operation.
In the zone of a counter-terrorism operation, persons participating
in the operation have the right to:
1) verify identity documents, and in their absence – detain individuals and deliver them to internal affairs bodies or other state authorities for identification;
2) conduct personal searches and searches of items carried by individuals, as well as searches of vehicles, including with the use of technical means, without the participation of witnesses.

Article 6, paragraph 1 - Internal affairs bodies, within their competence, are obliged to:
conduct searches of persons, their belongings, and vehicles when
ensuring access control at facilities under state protection;
participate in counter-terrorism operations and security measures.
Article 6, paragraph 2 - Internal affairs bodies, within their competence, have the right to:
conduct searches of individuals, their belongings, vehicles, and transported cargo upon entry (access) to security, mass, and public events, including with the use of technical means, and to deny entry to persons and vehicles carrying prohibited items and substances.
